General Statement of Job General Statement of Job The Applications Analyst III is responsible for developing and maintaining web applications, organizing, scheduling and directing the activities of a team assigned to specific technology projects and which handles a variety of complex programming tasks. Provides training and directly supervises applications staff in the development and maintenance of software applications. Specific Duties and Responsibilities Specific Duties and Responsibilities Manages, supervises, and provides technical leadership to applications staff. Manages projects, prioritizes and delegates development and production tasks to programmers, monitors and reviews their work. Analyzes and translates client business requests into technical project specifications, and develops and maintains project and procedural documentation. Analyzes, converts, implements and customizes third party software systems or in-house software systems to satisfy business needs. Coordinates with project management office to develop project plans for in-house and third-party software systems and works with project management office to track project progress and milestone completion. Exercises independent judgment on all aspects of assigned projects, including developing project plans, communication plans, and milestones/project goals, providing regular project status updates, and coordinating technical and functional staff. Maintains proficiency in several programming languages and frameworks (e.g. Java, *******, HTML5, JavaScript) and leads development process to ensure project specifications and timelines are met. Serves as primary liaison with software vendors and consultants; ensures that high level of service is provided by vendors and consultants as specified in the statement of work (SOW), and that maintenance and licensing is up to date. Develops working relationships with clients and maintains a high level of communication throughout service development and maintenance to ensure business needs are met. Ensures that all development and implementations are properly documented according to departmental procedures, best practices, and comply with infrastructure and security guidelines. Responsible for providing a continuation of service delivery and continuous point of contact for service users and staff alike outside of normal office working hours. Travels throughout the college district, as needed. Performs other duties as assigned. Position Information Posting Number SP1356 Position Title Staff - Applications Analyst III (2) Department ISPSI-Applications Development Temporary End Date (if applicable) Location Pecan E-Class Professional/Technical FLSA Exempt Min Salary $55,000.00 Salary Range* Required Education and Experience Bachelor's degree in Computer Science, Computer Information Systems or related field with at least 20 semester credit hours in information systems related studies required; Master's degree preferred. At least two (2) years of experience in developing or maintaining web applications required. At least seven (7) years of experience in software programming and design required. Required Knowledge, Skills and Abilities Excellent oral, written and interpersonal communication skills. Strong background in computers and office automation, including word processing, spreadsheets, database, Excel, PowerPoint and knowledge of the Windows environment. Proficiency working with Oracle 12c or later, SQL, Java, JavaScript, JSP, ******* 4.0+, Dynamic HTML, and Web Services. Knowledge of Enterprise software development, mobile devices and Virtual desktop infrastructure. Excellent problem-solving and analytical skills. Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines. Ability to adapt to constant change and periods of fast-paced, high-intensity work situations. Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation. Demonstrated ability to interact effectively with a diverse, multi-cultural college population. Demonstrated commitment to achieving the vision and mission of South Texas College. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals.
