The primary responsibilities of the Program Manager is to manage construction materials testing (CoMET) and engineering projects, as well as manage assigned staff, complete reports, and solve construction related issues in a timely and accurate manner within a specified budget. This includes class cation and characterization of construction materials physical properties; assignment of laboratory and field tests; interpretation of engineering data; performing engineering calculations; review of field and test reports; preparation of forensic, engineering and test reports; and training and monitoring of CoMET technicians in the laboratory and field. Other responsibilities include:
    • Provide mentorship and professional development to other professional, technical, clerical, and support staff.
    • Perform CoMET consulting activities as required on company projects.
    • Coordinate materials testing activities with subcontractors and companys field staff.
    • Prepare laboratory-testing assignments on projects in accordance with the testing program.
    • Analyze field data, laboratory test results, and provide required opinions/recommendations for completion of client reports.
    • Submit draft materials testing and engineering reports for review, and final reports for co-signature of assigned staff members.
    • Assist the designated office in expanding the scope and technological level of excellence currently provided in our engineering, environmental, and construction materials services.
    • Participate in growth efforts by establishing and managing key client relationships and involving other technical staff in the divisions growth; serve as a member of the Marketplace Growth team coordinating relationship management activities and project pursuits with Business Development professionals; work with Corporate Development to develop customized statements of qualifications, public relations, and sales collateral.
    • Review and approve pre-bill invoices on CoMET projects as needed; contact and follow up with clients on invoicing and status of payment; within your first six-month period, achieve chargeability goal of no less the 65 percent.
    • Ensure claims and disputes are communicated to senior management to prevent litigation.
    • Perform other duties as assigned.

      Qualifications

      A Bachelors degree in Civil Engineering or a closely related field and minimum of 2 years of Construction Materials Testing and Engineering experience. Must have a professional engineers license for The State of Texas or the ability to be licensed in Texas within 3 months of employment. Possess a current valid state issued drivers license and meet company's auto insurability requirements. You must have knowledge of the testing procedures used in a geotechnical and construction materials testing laboratory (ASTM, TxDOT, AASTHO, USCOE, etc). The Project Manager for this role must possess a competent understanding of construction plans and specifications, as well as good accepted engineering practices to be used in the review of assigned engineering reports and construction documents. Organizational skills are important in this role as to utilize company resources efficiently and economically in the analysis and solution of engineering problems.

      The Project Manager must possess excellent oral and written communication skills, and speak clearly and concisely with clients and staff to ensure effective and efficient management of projects.

      While performing the functions of this job, the employee is regularly required to sit, stand, walk, climb, balance, stoop, kneel, crouch, stop, and talk. Occasionally required to lift and/or move 45 pounds to include, but not limited to, tools, sample containers, and equipment. Frequently required to use hands and reach. Specific vision abilities required by this job include close vision, far vision, color vision, peripheral vision, focus vision, depth vision. Work environment may require potential exposure to movement of heavy equipment on construction or roadway sites; potential exposure to varying weather conditions, hazardous dangerous chemicals and solvents, noise, dust, fumes, grease and oils, radiant and electrical energy, and vibration; all of which would require employee to follow proper safety procedures and utilize appropriate protective equipment. May work on ladders and in confined spaces. Driving will be required and may include maneuvering over uneven or rough terrain.

      This position may require protracted or irregular hours. Flexibility to work irregular hours is necessary due to client needs. Work responsivities require out of town travel to Raba Kistner offices, client offices, and project locations.
