Statement of Job:The Director of Adult Education and Literacy
(Grant Funded) provides visionary, results-oriented leadership to
ensure that all programmatic and budgetary requirements of the
Texas Workforce Commission Adult Education and Literacy Service
Provider Grant are met including the delivery of quality literacy
educational opportunities for adult learners in Hidalgo and Starr
Counties.Specific Duties and Responsibilities:
- Directs the development, implementation, and evaluation of
grant activities throughout the college district.
- Follows the departments Compliance Plan and ensures compliance
with all college policies and procedures and all other regulatory
bodies, including grant funding agency.
- Administers the grant budget.
- Sets and meets monthly and annual enrollment targets based on
grant deliverables.
- Sets and meets monthly and annual programmatic targets based on
grant deliverables.
- Fosters collaborative partnerships with the community and the
College in line with required programmatic activity of the
grant.
- Recruits, interviews, and selects support staff as allowed by
grant.
- Oversees the management and evaluation of grant staff and
trainers, if applicable.
- Coordinates Continuing Education activity under the grant with
college personnel, and community agencies and organizations.
- Monitors and interprets inventory lists and controls,
enrollment data, course attendance records, and personnel
timesheets.
- Facilitates the purchasing of suitable diagnostic tests,
textbooks, materials and other instructional resources as required
by the grant.
- Submits required reports to college administrators and
regulatory bodies, including grant funding agency.
- Develops an effective marketing plan for the grant in
cooperation with the Office of Public Relations and Marketing.
- Serves as the point of contact with the grant funding
agency.
- Responsible for maintaining accountability and sound fiscal
management of the grant.
- Develops, implements, and evaluates grant standard operating
procedures and activities.
- Maintains knowledge of the Colleges policies and procedures and
applicable federal, state, and local laws and regulations.
- Travels throughout the college district, as needed.
- Recommends for hire, supervises, trains, mentors, assigns
schedules, and evaluates grant staff.
- Performs other duties as assigned. Required Education and
Experience:
- Bachelors degree required; Masters degree preferred.
- At least three (3) years of experience in adult education or
English as a Second Language (ESL) instruction at any level
(primary, secondary or higher education).
- At least three (3) years of experience in grant management and
supervision.
- Experience in program development preferred. Checks,

- Security Sensitive position: all applicants are subject to a
criminal background check under South Texas College policy.
- In addition, subject to a federal background check.
- Must have or qualify for a valid Texas drivers license and
